Cuffs has a comedic aspect to it. The police are doing there job but there is a comedy element that comes with it that helps to lighten the mood and appeal to more audiences.
Two shots, Ryan in the shot is talking about Jake whilst him being behind him out of focus. Then when he realises Ryan is talking about him it 'focus pulls' and he comes into the shot.
